Invercargill City Council is committed to creating a city with heart. That means we need a city centre which is vibrant and inviting, and makes people want to stay and shop, explore, and get involved.

The City Streets Upgrade - Don and Esk Streets is the beginning of a more attractive city centre that makes people want to visit and spend time in the heart of Southland. Streets, footpaths and public space upgrades will create connections that make sense of the city centre and invite people to stay awhile.

These two streets form the heart of the central city, and connect the Invercargill Central Limited, HWR Tower and Langlands Hotel developments with high quality streets for people. Changes to vehicle circulation and the opening of ICL’s 700-spot carparking building will enable greater use of these streets by people on a daily basis, increasing footfall by parking once and filtering through the city.

This is stage one of the overall Invercargill City Centre Streets Upgrade, based on work done on the City Centre Masterplan in 2020. Once complete, we’ll look at what’s needed in the streets surrounding Don and Esk: Kelvin Street, Tay Street, and beyond.

Our challenge is to make sure these works are completed in time to complement the openings of the major developments. It means we’re working to a tight schedule. Works started in August 2021, and will continue through until the end of 2022.

Guiding Principles
for the project.

  • Celebrate scale and identity

We live in a spacious environment, enjoying big open spaces, and abundant natural resources. The city centre will retain the characteristics of a big-scale landscape while creating places for people that celebrate our cultural values.

  • Restore a healthy connection with the environment

Southlanders live in a stunning environment, with strong connections to the estuary and other water sources. Our city centre will contribute to a healthy living environment and reflect Invercargill’s special position alongside the estuary.

  • Move for prosperity and wellbeing

Balancing how we all get around the city centre is key. Pedestrians, cyclists, drivers, and heavy vehicle operators have different needs that must be considered, including safety, access, shelter and sunlight.

  • Promote a destinational gateway

Invercargill is the launching point for visitors and locals to explore Southland. We want a city centre we can be proud of – that visitors and locals want to spend time in as they prepare to discover the amazing attractions of our region.

  • Urban play to make you stay

We want to create a place that everyone can enjoy by making our city more fun and playful for people of all ages and abilities, which will also encourage people to stay for longer.

  • A city to inhabit and enjoy

A vibrant city centre is good for business, becomes an attractive place to live, encourages young people to stay in the region and reflects our heritage. We want to balance and support all of these interests and build on our strengths.
